Best practices:

- Wire consent_mode v2 (ad_storage, analytics_storage, ad_user_data, ad_personalization) for EU traffic.
- Filter internal traffic with Configure → Data Filters.
Outputs: tagging spec, GTM trigger/variable list, BigQuery SQL for funnels, audience definitions, Looker Studio dashboard outline.
