Well I have heard of 3 different ways to get him to spawn.
I only tried one, and it worked the one i did was...
I was told to keep killing everything that spawns in the room opposite the
door where the elf skele spawns. (The room with the broken stairs and
the locked door leading to floor 3).
I can't confirm that this is indeed how you do it other than the fact that
the person who told me knows A LOT of tricks in the game. And that it did
spawn after I spent about an hour clearing out that room.
The other two had to do with another named character in befallen, (I
belive its LLROD or Irod or something..)
One of them was to kill this character
the other one was to give him a note which is part of a dark elf quest...
