I fought Gull once when i was about 20'th level.. before there was a cleric
quest associated with him. I was grouped with a like leveled Mage and Gull
killed us with just a sliver of xp left... so my guess is he's upper 20's.
At 35 the island is way green... a level 32 friend of mine was with me one
day and he got xp from 2 of the toughest birds (even though they were green
to him) so I'd say the toughest birds on the island (the Quetzels) can go up
to level 25 themselves.
