I've heard that his placeholder is one of the aqua goblin shamans that
wander the zone.....when I got him there was a low level group keeping the
goblin camp clear so me and a buddy just wandered the zone killing all
goblin shaman (Bilge is a shaman). 45 minutes later he spawned in the water
near the entrance to Dagnor's and swam towards the goblin camp. We got him
as he came out of the water and fed him a dirt nap..........
