Dry bones in oasis and South Ro can take you to 24th, actually.

Load up some Undead DD/Root/Sense the Dead and hit SouthRo and Oasis near
SouthRo...here you'll find ghouls, dry bones, and crypt mummies that give
you xp (some might even still be yellow)...you'll find you need to kill the
greenies (zombies, shriveled mummies, etc) to get the xp'rs to spawn but
it'll get you to 20-21ish.
