You're right. Stealing *a* kill isn't banable.
Stealing every kill over a 1, 2, 3, 4, 5 (etc...) hour
period *is* bannable, because it's harassment, and
falls under the appropriate section in the User
Agreement that must be agreed to at each session of Everquest.
