It depends on what your goal would be. If you're more concerned about
raising your skill then go for INT. If you're more concerned about making
the item successfully then go for wisdom.

My advice is to start raising you skill first by getting your INT up to as
high as you can (in the long run, this will help you be a more successfull
tinkerer). After you've reached the skill cap for your level, concentrate
on wisdom buffs to make your tinkering attempts more succesfull and
therefore better return on your investment.
