Gnomes Start at Skill level 50. They can only gain Skill ONCE they hit 16 &
not before. I said that any race other than Gnome can NOT gain any Tinkering
skill even though we all have the Basics in the skill. I have had a GM
Confirm this for me. Sorry if this Makes you mad or what ever, but it is the
Truth. We have 50 skill, but CAN NOT gain any more than what we start with,
where as a Gnome, once they reach level 16 can then Train beyond that level
50 in skill. If you look at a Gnome before level 16, tinkering does not show
up in their Personal Skills list if I am not mistaken. But once they hit
that level 16 it becomes available to them.

But, by your own statement, you don't have the skill. If it isn't there,
you don't have it. AND you can't learn it. Languages you don't have yet
aren't there, but when you learn them they show up.
the only thing I can think of that takes no skill to make is the firewater,
although the compasses and flameless lanterns are pretty low. Oh, and you
can probably make the animated bait, maybe the fishing poles, not sure.

As far as you saying you have the base 50 skill, is there some way you can
show that or demonstrate it? Everything I have read and learned about
tinkering says that only gnomes have the base 50 skill, and then only once
they reach level 16.
