That's exactly how it SHOULD be! If you've ever
fought the frenzied, he sure as heck isn't hitting
normal speed when he wears the sash, so I think that
the Executioner should use his weapon AND have it proc
too!
...just my 2 cp, but he's WAY too easy as it is now
