Nope gnomes have a 50% in Tinkering automatically but won't improve till
16th. As for the Infer Goggles Yes that has been confirmed by GM but NO
clue how to make. I have found only 2 books on tinkering so far.

Toolbox? can't remember 2-5pp or something.

Infravision goggles? Well, I don't know that any of us have found the book

make those yet. It's not in either book I have.
