here is the formula:<br/>
 give player quest at level x (lets say 6 for an example)<br/>
  make player kill mob of level foo (lets say 18)<br/>
   player turns in item off mob for reward bar (level 4 spell)<br/>

  Its the tergons spellbook quest.<br/>
