No, the MR debuff for Curtailing Chant went from -13 to -10
before and after the patch when I tested it on myself.

That btw is the big unknown in all this. It certainly seems
the song is broken against mobs as it is when you use it on
yourself. But maybe there's some PvP limitation that's being
applied when you use it on yourself.
