The spell is actually in HighHold Keep, which is like a small city carved in
the wall in Highhold pass. It's actually a separate zone. There's even a
bank, so you don't have to bring all your money with you. The bank is
downstairs, but if you explore too far downstairs, there is a prisoner who
will come after you and the guards will do nothing about it. To answer your
question, go up the first steps you find and explore the area. There you
will find a bard in the backroom of one of the libraries. He sells songs.
P.S. To all you aspiring Bard smiths and pottery makers, this place is also
the closest to Qeynos I've discovered where you will find pure ore, clay,
and sharpening stones. If someone knows of something closer, let me know by
all means.
