Hmm. I was using a Water Crystal Staff in Mistmoore and didn't have it proc
once! Since I've never used it in Mistmoore, I was thinking that maybe the
zone was dampening the effect, but you've got me wondering now. When I used
it in Guk it would proc at least 2-3 times/fight.
