In general, I use 2*dmg+1/delay and put the best weapon in my primary hand.
I've listed a few exceptions that come to mind:
Reasons for a *faster*, but lower dmg:delay ratio weapon in your primary
hand:
1) Hitting to interrupt casters (question: does chance of interruption
increase with damage done?)
2) Raising skill in weapon type without regard to combat effectiveness
Reasons for a *slower*, but lower dmg:delay ratio weapon in your primary
hand:
1) Target is damage shielded
2) Raising skill in dual wield without regard to combat effectiveness
Reason for a lower dmg:delay ratio weapon in your primary hand, whether
faster or slower:
1) It procs

Interesting idea. Does anyone have any data? I'm especially curious about
the effects of strength bonuses. If strength "x" gives "y" points of bonus
damage "z" percent of the time, regardless of weapon, then 2*dmg+1/delay
becomes (2*dmg+1+(x*z/100))/delay...
