Renbre stated that he noticed that level 39 was the
first level where he could get the mob to stop using
chain/fear when the mob was at half health...Prior to
that he was not able to stop the mob at half health (I
have never been able to yet myself). So I'm wondering
if the boost in affect of chains occurs at level 39 or
so in both attack slowdown and movement slowdown.
