Expected? No. Hoped? Yes.
Given the number of spells we didn't have yet at release, it also would not
surprise me if they didn't have any spells ready for our new levels when
they released the expansion.
The info comes from the spdat file. This is the same file used to try and
parse out what spells do based on the data therein.
I am concerned that this is only more evidence that bards are still a class
that Verant does not care about one iota. I doubt I will ever make it to
the levels required for the new spells, but I am sure many on this list
will.

I'm not concerned. The question is - where is this information coming from?
Verant hasn't released anything officially. AFIK the info is coming from
what people are finding on the test server (both on the server and files
that are downloaded).
The conclusion I draw from this is not - that we aren't getting any - but
that ours will be tested less. Do you expect anything different?
