Double attack and dual wield will not affect the proc damage
to melee damage ratio. The sword has a chance to proc every
time it swings.

OTOH, double attack tends to favor the primary weapon slot
(the chance of a double attack in your secondary hand vs
primary is very low, relative to dual wield rate). So that
would make Waks slightly better for rangers than for bards.
