The wolves tend to get higher level the further you are from
towns (newbie areas). The other areas with low-level wolves
(Rivervale, Freeport, Kelethin, Steamfont?) do not suffer the
Holly problem. Does the Tox Forest (outside Erudin) have
wolves?
