Lake of Ill Omens is wonderful for low 20s. I've made almost 2 levels there
with only 1 death and I could've avoided that one except I was trying to
help a groupmate survive. There are no lists and the longest I've had to
wait for a group is about 10 minutes and (/em knocks on wood) the pickup
groups I've been in have all been very good.

There are plenty of wide open spaces so going solo is also a very viable
option. The directions to the LoIO are very simple and relatively safe with
selo's up.
