The way we generally do lotteries is that, once you have won one, you
sit out until everyone has something, (Each time someone wins a lottery,
they sit out of th next, until eventually thre is only one person in
the group. They get the next item. And then everyone is back in the lottery
again)

So that even if your luck-generator is broken, you will get something
if you stick around long enough.
