Agreed,
I have often completely wiffed on an attack but had my Staff of Writhing
blast it for 48 dmg (which is nice ;). Not sure why Verant coded it that
way but it is true. You can, and do, proc even if you don't hit your
opponent. And I've had mobs hit me but still proc their weapons... OUCH!!!
