Hehehe you can charm up to 5 levels above you. Even with 200 charisma you
would hit the 6 level cap. The 37th level cap is just the max that the SONG
can charm. You can only charm about 5 levels above you (and only about 3
levels above reliably)

Hope that helps! And 133 charisma should be fine. I can even pull it off
with 120 (though at 130 there seems to be a bonus kicker because it gets
dramatically more reliable at 132 vs 120)

At any rate, yah you should be fine, but you can't charm level 37 mobs at
level 27 ;) hehe most you'll be able to do reliably will be level 30
(sometimes 31 and 32)
