Take it one step further and make the special containers locked as well.
That puts two skills into use. Some of the containers may only be locked,
some may be unlocked but trapped, while some will be both locked and
trapped.

Certainly the rogue community has already suggested something like this. If
not, perhaps you should post your idea on the Safehouse board so they can
lobby for it if they like it.

I was thinking they would be loot yes. I was also thinking that only a
successful Disarm Traps skill usage would allow access to their contents.
The items are not really containers, but they look like they are so that
people will right click on them and the trap effect will go off, alerting
them that a rogue or bard could open it for them. (If they survive the
trap).

They would not be in any way real containers.

I'm not sure if I'm following you completely. So these ornate boxes would
be loot on mobs? And only a rogue/bard can open them? Or would it be more
accurate to say only a rogue or bard can open them safely? And if anyone
can open them, but risks being poisoned/stabbed/zapped/turned into a
newt/etc then would someone with invulernabilty or high poison/magic resists
be able to escape harm? Also, could players carry these around like
backpacks for their loot? (yeah, I know, wicked heavy for such use. But
I'm thinking in terms protecting valuables on PvP servers)

I think I like this idea.
