What level are the people who can and can't charm +50's? Perhaps you have
to be 51 to charm 51's+?

The lowest level Krups in OS are level 51. I conned many of them while I was
exploring there at level 51.
I was able to charm even-con krups, but unable to charm yellow ones. While
level 51 when trying to charm any mob level 52 or higher, I would get that
text feedback that the creature was too high level to be charmed and I still
do, at level 55.
