Good question. Do mobs have Agility and is their ac partially derived from
that? It is apparent their movement speed is as when wounded they slow down
due to lost agility as do PC's. It is hard to say whether this affect
occurs on mobs as well. What happens when you use it on a mob around level
5 or so? They should have more than 16 AC but I imagine the loss might
still bring them to zero AC.

So is it safe to assume that when you hit a mob with the 51 song, their
agility is also lowered less than 75 and as a result the total AC debuff
from this song is close to 60+?
