its worth a lot, much more than you can pay i assume. i guess over 10k
minimum. we looted it from a giant in the kael drakkal arena region, mob was
level 50+.
the haste seems to grow with character level, so people say. check
allakhazam for more info on it.

I'm going to ask, just because you said not to... how much for it? And
how rare is it? Rare as is forget it, even if I get my cleric on a kael
raid there's no f***ing chance she'd even be able to roll for it, or
