Just my opinion, but....
From level 20 to about 35, I would sit in Cazic Thule. GREAT XP, GREAT loot,
and there are some unique items here, all of which you can use (as I
recall).
I've got several pieces of Rubicite, made 50-75 plat in a day easy, and gain
XP very nicely. And, I am still waiting for my chance to join a party
against that mean ole' avatar fella to get my Demon Claw. =)
