I had the same problem with the level 42 song because i let my brass stay
back at 150 skill, missed a note quite a bunch (whether singing or using
horn, it doesn't matter because the song itself is brass). once i maxxed my
skill it starts up regularly. i'm sure you are having the same problem,
find a quiet spot (i used the way back corner in the shady swashbuckler room
in the tunnel from nro to east commons) and start playing. the song doesn't
have to hit any mobs to work, just start playing with a horn. i went to
sleep and woke up with about 80 the first night, and 150 the second night.
