No, the Dual Wield skill is checked everytime the timer for the secondary
weapon says it is time to attack (so a 20 delay weapon would check every 2
seconds). If the check succeeds then you attack with the secondary weapon.
So a faster second weapon = more checks. The fastest weapon that I know of,
that is easy to get, is a Fine Steel or Combine dagger, 19 delay.
