I have not scientifically tested this out yet but from last night, using a
thulian claw as the primary it seems that I get the same amount of dual
wield as I did from a dragoon dirk to a barbed whip. A lot more dmg too.
So I think the secondary does not matter.

The weapons swing independently of each other. Your primary
swings all the time. Every time the delay on the secondary
expires, a dual wield check is made; if it passes, the
secondary swings as well; if not, then another delay begins.
