<div id="ygrps-yiv-452535605">I have not scientifically tested this out yet but from last night, using a<br/>
thulian claw as the primary it seems that I get the same amount of dual<br/>
wield as I did from a dragoon dirk to a barbed whip.  A lot more dmg too.<br/>
So I think the secondary does not matter.<br/>

The weapons swing independently of each other.  Your primary<br/>
swings all the time.  Every time the delay on the secondary<br/>
expires, a dual wield check is made; if it passes, the<br/>
secondary swings as well; if not, then another delay begins.<br/>
