I'm not sure whether I should spoil this or not. It is not
*that* difficult to figure out if you ask some NPCs in the
area. :-) I suspect though that unless you follow an evil
god, he will try to kill you on sight since the NPCs that told
me about him all wanted me to kill him. May have to use a
mule or friend to talk to him.

Electrum can be bought at your local metal merchant.
Enchanting it requires an Enchanter, go figure. :-)
