He is part of a multi-part quest involving collecting two
"eyes" to put into a skull. Dunno if he'll give up his item
to dark elves who talk to him - everyone I've seen do the
quest gts it by killing him.
The final quest reward must be held in your hand so probably
isn't worthwhile for bards.
