I disagree. In an RPG, the chance of fumbling should depend
on the character's weapon skill, not the players dexterity
with a mouse. What you describe is the arcade game twitch
factor I've mentioned before. Some of it is unavoidable in
any real-time game, but some of it just doesn't belong in an
RPG.
