Try the flag room in Permafrost. I'm 21 (inching up on 22) and have just
started hunting the entrace area to Perma. good exp and good loot. Other
than that, there is also the Orcs on the Kith Forest side of Highpass.
(Although they are useally heavily camped by folks trying to get the SBH)
