I have been quick to cry "secret nerf" in the past and been proven wrong. I
have a suspicion that some of the things we encounter and attribute to
nerfing may be variances in the crummy random number generator of the game.


This is just speculation of course and you can take it with a grain of salt.


Case in point: have you ever noticed how some days you can practice a skill
until you are blue in the face and never gain a point while other days you
may go up 3 points within 30 seconds?

Maybe Verant is using loaded dice ;-)
