That first night, I used it against green wisps, so I expected a lot of
procs. It was basically bad luck, I think. Last night I tried it on a few
more green wisps; it went off a lot more often. Then I went hunting blue
Orcs in Oasis with some guildmates - proc'ed a lot less often (since they
were blue), but at least now my 1H blunt is capped at 85.
