when i was level 22 or so and my friend was level 26 i beleive (monk) we
went exploring lake rathe and ran into webclaw in some inlet where some npc
that looks like a madman would non stop attack us (like level 5) and i'd
stock up on water, webclaw was there in the water, we attacked him, he
followed us out of the water where we killed him, i think this is where he
would spawn, as we waited for quite a few spawns afterwards to see if he'd
spawn again but alas he didnt, so we only got 1 staff, which my buddy then
proceeded to give to an enchanter friend.
i think webclaw is 25th level if memory serves right
