Actually, I see a lot of rangers level 39+ kiting with bows, using Snare and
Spirit of the Wolf, both of which they can cast.

More likely the reason bards do not get this ability is a balance issue along the
same lines as why we do not get double attack, paladins do not get dual wield and
rangers cannot wear plate.
