This is because for us at least (bards that is) the per-level cap on hand to
hand is 3*level+3 compared to our 1 hand slash which is 5*level+5 for
example. So at level 29 I am still not maxed out on hand to hand but stuck
capped at 90. Also with the skill capped at 100, that means I will not max
it until level 33 and I will only ever be "Excellent" in it since a
numerical equivalent of where "Master" begins is 101.
