It drains mana. I tested it on some friends while in the
Arena. No formal timings, but it took about a half minute to
drain a bubble of mana from a like-level ranger. Figure a
caster has a lot more mana and can kill you a lot quicker, and
about the only use for it is to prevent someone from
meditating in PvP.
