Yes but I am told that when you turn in the four skins you get the old cap
which he calls the petitioner's cap. At that time you are given the quest
for the 'real' Leatherfoot Raider's cap, which does require the dirk.

The dirk isn't used in this particular quest anymore, IIRC. In fact, I
think it now requires 4 skins of various animals around Norrath.
