That's what's broken. It used to be that if it wasn't
resisted, it worked. None of this "it isn't resisted, but it
does nothing" BS. Try it on yourself a few dozen times and
you can see that it's obviously broken (icon is up but no
effect, when icon disappears you get a "you are no longer
stunned" message even though you were never stunned).
