I don't think they would put it in purposely, but then again if they can
accidentally cause a quest that can only be completed if your faction is
ridiculously high (Squad Ring) to reduce you to KoS status when you complete
it, this isn't even a stretch.

Assuming bard hate does, in fact, exist (I'm still not totally convinced
that it does) why would Verant put that into the code? It doesn't make
sense.
