My guess is there's also some form of zone-wide hatred
accumulator. If you've been sitting in Oasis killing orcs for
10 hours, and someone next to you just zoned in and started
killing orcs, if an unengaged orc sees both of you, it will
prefer to target the person who has been killing stuff there
longer.
