Its probably some kind of underwater breathing apparatus like an aqualung or
an air bladder and most likely requires being in one of your main inventory
slots and being right-clicked to initiate a spell of enduring breath. All
guesses, but educated ones I think. I also do not think anyone has figured
out how to make whatever this object is yet either.
