Yes Up stairs in freeport is the ONLY place to train instill doubt althogh
even for rogues it seems to be a useless skill. I pull like 3 points into it
upon getting the skill and practice it all the time...

I only put around 3 points into it and NEVER saw a skill raise in it till
last night while I was running thru rathe mountains targetting a group
member and hitting it while running then BOOM "intimidation (28)"
