I think the game makes some rudimentary attempt to account for
the gradient in terms of distance traveled. That is, if you
climb up and down a hill, it will take you longer to cover the
same horizontal distance than someone running on a flat
surface. Your observation with mobs climbing trees seems to
support this. So when you "fall" down a hill, you are
covering distance faster than you could by running down it.
