This is under the protection of the Ainnūṟṟuvars.That is, the Five Hundred, that is, the members of the so-named merchant guild.

He who had thisThat is, the sluice on which the inscription is engraved. made is Cāttaṉ Nīlaṉ.

Two emblems (a goad and seemingly a fourk) are engraved at the end of line 1, whereas, below the 4 lines, are engraved another series of emblems including an arrow, a bow, a scythe, surmounted by an object flanked by lamps, itself surmounted by an umbrella flanked by fly-whisks.
