TheThev looks like avu with a -e before, which is impossible. Perhaps it is intended for avve .

Aṇṭāṭṭu Maḻavar, for Mahādeva of Śrī Vijaiyamaṅgalam, for two perpetual lamps, as long as the sun and the moon endure, gave two shares.
Those are under the protection of the Panmāheśvaras.
